Where is the tool for file sharing permissions?

It has not disappeared, it still exists in Windows XP, but it is different. In Windows XP this feature is called Simple file sharing and is set up as enabled in defaults. To turn off this feature and to use classical permission setup, go to: Control Panel - Folder Options - View - Use simple file sharing.
